Karnataka Set to Prohibit Outsourcing of Manpower in Government Offices
The Karnataka government is likely to introduce legislation that would prohibit the outsourcing of manpower in government offices, marking a significant shift in the state’s employment policy. The proposed Karnataka Outsourced Employees (Regulation, Placement and Welfare) Bill, 2025 is expected to be recommended by a panel examining the status and welfare of outsourced personnel.
According to officials familiar with the discussions, the Bill aims to curb the widespread reliance on outsourced staff in departments and public institutions, a practice long criticized for creating job insecurity and uneven working conditions. The panel is also reviewing mechanisms to ensure fair placement processes and improved welfare measures for existing outsourced workers.
If enacted, the legislation could gradually transition government offices toward hiring sanctioned, direct employees, reducing dependency on third-party contractors. The move is anticipated to have broad administrative and financial implications for the state while potentially strengthening workplace accountability.
