										<content:encoded><![CDATA[<p data-start="284" data-end="485">Security forces arrested five active cadres of the Kangleipak Communist Party (People’s War Group) [KCP (PWG)] during separate operations in Imphal East and Imphal West districts on November 26 and 27.</p>
<p data-start="487" data-end="1009">On November 26, teams in Imphal East detained three members from their homes. The arrested individuals include Md. Ayub Khan alias Thoiba (28), originally from Hiyangthang Tarahei Konjil and currently living near Public Hospital, Hatta; Md. Salim (35) of Kairang Mamang Leikai; and Md. Ali (46) from the Hatta area.<br data-start="802" data-end="805" />Officials said the trio extorted money from the public, petrol pump operators, private schools, and government colleges. Security personnel also seized a KCP (PWG) receipt and two mobile phones from them.</p>
<p data-start="1011" data-end="1299">Meanwhile, on November 27, another team in Imphal West picked up an active cadre identified as Khulem Robindro Singh (36) of Luker Mayai Leikai. Officers arrested him at his home for recruiting local youths for the banned outfit. They also recovered his Aadhaar card during the operation.</p>
<p data-start="1301" data-end="1581">Additionally, on the same day, forces in Imphal East detained one more active member. The arrested man, Yumnam Chandra Singh alias Baby (42) of Kontha Ahallup Makha Leikai, carried two No. 36 high-explosive grenades, a mobile phone, and an Aadhaar card. Officers seized all items.</p>
<p data-start="1583" data-end="1760">Officials further noted that investigators are now tracing the wider network behind the group. They aim to dismantle the outfit’s recruitment and extortion chain across Manipur.</p>

<p data-start="707" data-end="1044">In Nirmal, the Karimnagar Vigilance Unit raided Katta Balaji Rice Mill on November 11. Officials found 2,684 metric tonnes of CMR rice diverted during the 2024–25 Rabi season. The estimated value was ₹6.22 crore. In Sangareddy, teams found a shortage of 3,752.80 quintals of rice worth ₹87 lakh at Kanyaka Parameshwari Agro Industries.</p>
<p data-start="1046" data-end="1277">Officials found another major diversion in Wanaparthy district. Two rice mills had rerouted 1,47,375 bags of rice worth ₹13.67 crore. Authorities have begun action against those involved and submitted reports to senior officials<a href="http://www.com">.</a></p>

With an increasing number of beggars in temples, schools, and streets, the government has introduced the Begging Prevention (Amendment) Act 2025. The new law took effect this week.</p>
<p data-start="280" data-end="586">Under the new Act, begging is now considered a serious criminal offense throughout the state. Governor approval was granted on October 15, and the Act was published in the state gazette on October 27. Law Department Secretary Gottapu Pratibha Devi issued Government Order (GO) MS No. 58 to enforce the law.</p>
<p data-start="588" data-end="798">The Welfare and Police Departments will jointly enforce the Act. Authorities aim to dismantle organized begging networks and protect vulnerable people from exploitation by begging mafias operating in the state<a href="https://www.indiapodcast.com/">.</a></p>
