										<content:encoded><![CDATA[<p>Bihar Vidhan Sabha Deputy Speaker Narendra Narayan Yadav will serve as the 19th Deputy Speaker of the Bihar Legislative Assembly. The Bihar Vidhan Sabha Deputy Speaker role comes to him for the second time, making this a rare achievement in the state’s history.</p>
<p>The election for the post will take place on December 4th. Speaker Prem Kumar announced the schedule. Yadav earlier worked as the Pro-tem Speaker in the 18th Assembly and managed the Speaker’s election process smoothly.</p>
<p>He first became Deputy Speaker of the 17th Vidhan Sabha on February 23, 2024. Now he returns to the same role in the 18th Vidhan Sabha. Before him, Shakoor Ahmed also served two consecutive terms. Yadav is the 19th person to hold this position after independence.</p>
<p>Devsharan Singh was the first Deputy Speaker after independence, while Abdul Bari held the responsibility before independence from 1937 to 1939. Over the decades, many leaders—from Jagat Narayan Lal to Maheshwar Hazari—served in this role and shaped legislative functioning.</p>
<p>Narendra Narayan Yadav now joins this long list of important names in Bihar’s political history. His experience and continuity are expected to bring stability to the Assembly.</p>

Bihar Vidhan Sabha Today also saw Governor Arif Mohammad Khan addressing a joint session of the Assembly and the Legislative Council. He spoke to the MLAs and the Deputy Speaker in the Central Hall of the extended Assembly building. The election for Deputy Speaker Narendra Narayan Yadav is also scheduled for Wednesday.</p>
<p>On December 4, the House will take up a debate on the motion of thanks to the Governor’s address. The government will give its reply on the same day. On December 5, a discussion will be held on the Second Supplementary Expenditure Statement and the related Appropriation Bill.</p>
<p>Earlier, Chief Minister Nitish Kumar highlighted the importance of Prem Kumar’s unopposed election as Speaker. He urged all MLAs to cooperate and maintain discipline in the House. Members stood together and greeted the Speaker after his request.</p>
<p>Nitish Kumar also became the Leader of the House in the Legislative Council.</p>
<p>During his speech, the Governor mentioned key welfare schemes, including free electricity up to 125 units and steps to reduce communal tensions. He also spoke about support for women through free uniforms, bicycles, and the Women Employment Scheme, which has transferred ₹10,000 to 1.56 crore women.</p>

This is the first meeting after the state elections, and the new government wants to start its work smoothly. On the opening day, Bihar Assembly session begins with the oath ceremony for all 243 newly elected MLAs.</p>
<p>On December 1, the Pro-tem Speaker will conduct the oath process. The next day, the Assembly will elect its new Speaker. The Legislative Council will meet for three days, from December 3 to 5.</p>
<p>On December 3, the Governor will address both houses. The same day, the House will receive ordinance copies and the second supplementary budget. On December 4, members will debate the Governor’s address. The final day, December 5, will include discussions and voting on the second supplementary budget and the introduction of appropriation bills.</p>
<p>The government is ready to answer all opposition questions. Meetings of BJP-JDU and NDA legislative parties will also take place during this period.</p>
