TCS Second-Highest H-1B Visa Holder as Trump Hikes Fee to $100,000

Tata Consultancy Services (TCS) has emerged as the second-largest user of H-1B visas in 2025, after Amazon. According to US federal data, Amazon had 10,044 H-1B workers as of June 2025, while TCS followed with 5,505 approvals.

Other top visa holders include Microsoft (5,189), Meta (5,123), Apple (4,202), Google (4,181), Deloitte (2,353), Infosys (2,004), Wipro (1,523), and Tech Mahindra Americas (951).

The numbers come at a time when the Trump administration has announced a steep $100,000 annual fee for each H-1B visa. President Donald Trump signed a proclamation on September 21, 2025, restricting entry unless employers pay the new fee. The order will remain in effect for 12 months unless extended.

The proclamation argued that IT outsourcing companies have “manipulated” the H-1B program, hurting American workers. It said foreign STEM workers doubled between 2000 and 2019, while US STEM jobs rose only 44.5%. The share of H-1B workers in IT jumped from 32% in 2003 to over 65% in recent years.

The White House claims companies exploit cheaper H-1B labor, lay off US staff, and outsource IT jobs. The new fee aims to discourage misuse while protecting American workers.
