The HMDA Global Look plan is moving forward as a major reform proposal for the Hyderabad Metropolitan Development Authority. The HMDA Global Look initiative aims to strengthen administration and improve urban planning across the rapidly expanding metropolitan region.
A detailed study by Deloitte recommends restructuring the authority to make governance more efficient. The Telangana government assigned the consultancy firm to review the current organisational structure and suggest improvements for better planning and management.
During the study, Deloitte officials interacted with departments across HMDA. They examined the responsibilities of officers, reviewed administrative processes, and identified gaps in infrastructure and planning systems.
The report also analysed the functioning of development authorities in major global cities such as Delhi, Mumbai, Hong Kong, and Singapore. Based on these models, the study suggested introducing a zonal commissioner system similar to the Delhi structure.
HMDA currently covers more than 10,000 square kilometres and includes several districts surrounding Hyderabad. Officials believe structural reforms will help manage the region’s rapid urban growth more effectively.
