The Rajasthan government led by Chief Minister Bhajanlal Sharma has approved the Rajasthan Jan Vishwas (Amendment of Provisions) Ordinance, 2025, removing jail terms for minor and technical violations under 11 state laws. Instead, only monetary penalties will apply, marking a major push toward ease of living and ease of doing business.

Parliamentary Affairs Minister Jogaram Patel said the step is aligned with the Centre’s Jan Vishwas Act, 2023, and aims to reduce unnecessary litigation, prevent harassment of small traders, and protect rural communities from criminalisation over minor errors.

Key laws where jail provisions have been removed include the Forest Act—where accidental grazing on forest land will no longer invite imprisonment—the Industrial Units Act, and the Jaipur Water Supply and Sewerage Board Act. The reforms are expected to benefit MSMEs, forest-dependent communities, and urban households by eliminating fear of harsh punitive action.

The Cabinet also approved three major policies: the NRR Policy 2025 for diaspora engagement, the Rajasthan Trade Promotion Policy 2025 to support 10.5 lakh retailers, and the Rajasthan Tourism Policy 2025 to boost private investment and safety infrastructure.
