Canada’s Prime Minister Mark Carney says his country is ready to welcome skilled foreign workers who are finding the “American dream” too costly after the United States introduced a massive new visa fee.

The US government, under President Trump, has overhauled its H-1B visa system. From September 21, 2025, any new H-1B application must include a one-time $100,000 supplemental fee. The rule applies only to fresh applications, not renewals or existing visas. Workers with valid H-1Bs can still travel freely without triggering the fee.

The US claims this move will prevent misuse of the visa program and protect local jobs. But critics say it could push talent away and weaken America’s competitiveness in technology, healthcare, and research. Legal experts also warn of confusion over how the fee will be collected and whether it applies to all petitions or only those filed from abroad.

India, which sends over 70% of H-1B workers, has raised concerns about the heavy impact on families and career paths. Seeing this as an opportunity, Canada plans to announce proposals to attract these skilled workers, highlighting their entrepreneurial spirit and willingness to relocate.
