Ukraine’s government is weighing a major 28-point peace proposal drafted by the United States and Russia. President Volodymyr Zelensky confirmed that he plans to discuss the plan with US President Donald Trump in the coming days. The plan seeks to end the war, now in its fourth year, by offering security guarantees and major political and economic restructuring.
The plan asks Ukraine to accept Russia’s control of Crimea, Luhansk and Donetsk. Kyiv has rejected these demands in the past. The proposal also calls for Ukraine to withdraw NATO ambitions and limit its armed forces to 600,000 personnel. In exchange, the US would offer a security guarantee backed by a strong military response if Russia attacks again.
The deal includes major economic terms. The US would invest in rebuilding Ukraine and gain 50 percent of profits from development projects. Another $100 billion from Russian frozen assets would also support reconstruction. Russia would gain gradual sanctions relief and long-term economic cooperation.
The proposal calls for elections in Ukraine within 100 days. A Peace Council led by Trump would monitor compliance. Zelensky’s office said Ukraine will continue negotiations only if the outcome brings a fair and lasting peace for its people.
