Jailed Khadoor Sahib MP Amritpal Singh told the Punjab and Haryana High Court that his detention has stalled all work in his parliamentary constituency. He made the submission on Tuesday during a hearing before Chief Justice Sheel Nagu and Justice Sanjiv Berry.
Amritpal Singh appeared through video conferencing and represented himself after his lawyer abstained from work. He is currently lodged in Dibrugarh Central Jail in Assam under the National Security Act.
Addressing the Bench, Amritpal said his prolonged detention has paralysed constituency-related functioning. He argued that the situation has denied people of Khadoor Sahib proper representation in Parliament. He added that he had sought conditional bail to raise constituency issues but authorities have not granted relief.
The MP stressed that the matter goes beyond personal liberty. He said the rights of voters who elected him also stand affected. Amritpal told the court that an elected representative must raise public concerns in Parliament under India’s democratic framework.
He pointed out that the NSA detention against him has now entered its third year. According to him, this extension has prevented him from fulfilling constitutional duties. He urged the court to consider the wider democratic implications of his continued incarceration.
The court heard the submissions and noted the arguments placed on record. Further proceedings in the matter are awaited.
