Private Security Agency Rules: New Restrictions on Names and Licensing

New private security agency rules now stop agencies from using words like “detective,” “secret,” or “intelligence” in their names. The Home Department says these private security agency rules protect the public from confusion and prevent misuse of licenses. Agencies using words such as “investigation,” “surveillance,” “facility,” or “supplier” will not get licenses.

The department also said that licenses of former agencies using such names will not be renewed. This step follows complaints that some agencies misled people by using names that sounded like detective or intelligence services.

Officials warn agencies not to mislead the public. Under PSARA, agencies can only provide security guards. Words like “Detective” or “Surveillance” make people believe the agency offers investigation services. The government fears that these agencies may cross legal limits and violate people’s privacy.

Operating an intelligence agency needs a separate license under central law. States like Rajasthan and Maharashtra also banned these terms.

Bihar has introduced new security rules for 2025. All private security agencies must follow these regulations, and those who fail may face departmental action.
